State of Massachusetts SRB General Accountant in Boston, Massachusetts

The Massachusetts State Reclamation and Mosquito Control Board (SRB),within the Department of Agricultural Resources, oversees mosquito control in the Commonwealth of Massachusetts including 11 regional programs. SRB establishes administrative and technical policies, guidelines, and best management practices to ensure mosquito control programs are safe and effective.

The Massachusetts State Reclamation and Mosquito Control Board seeks applicants for the position of General Accountant (Account IV) to perform financial duties related to revenue, encumbrance processing and assisting with priority payment processing. The General Accountant: processes other miscellaneous MMARS transactions including, but not limited to receivables and cash receipts; reconciles bank statements and is responsible for all bank deposits; receives and reviews encumbrance / purchase order requests from ten (10) regional mosquito control districts and ensures requests are approved for processing in accordance with procurement and contract guidelines and internal approvals.

Finance Functions:

  1. Assist with the management of revenue, encumbrance and payment processing operations.

  2. Receives encumbrance requests from Mosquito Control Districts; processes encumbrance’s transaction in MMARS including PC, CT, and GAE documents. Issues purchase order numbers to Districts.

  3. Resolves payment problems to ensure submitted invoices meet all the necessary requirements and are processed timely. Processes priority payments and miscellaneous fiscal transactions in MMARS, as needed; including: Payment Vouchers (PV), Expenditure Corrections (EX), vendor Expenditure Refunds (ER), etc.

  4. Researches various issues including vendor payments and discrepancies between District’s records and the Fiscal Office. Problem solving capabilities required. Assists Districts and vendors with reconciliations and resolution of questions or issues.

  5. Provides indirect supervision and direction to District finance and administrative staff.

  6. Assists Finance Manager, CFO, and SRB Chairman &/or Executive Director with various duties, as needed.

  7. Assists Procurement Manager in managing procurement requests from Districts including: handling initial procurement requests, assisting with RFR’s, assisting contract renewal tracking, and other procurement duties as assigned.

  8. Serve as point person with Procurement Manager for all Comm-Buys related tasks including creating requisitions, submitting purchase orders, resolving purchasing issues within the system, and other issues that may arise.

  9. Track and process all Departmental chargeback’s.

  10. Processes Districts’ leases (RPO's) in MMARS to ensure timely rental payments and resolves any issues that may arise.

  11. Reviews and processes all travel and employee reimbursements and Commissioner’s stipends in HRCMS; works with the districts to reconcile any problems.

  12. Performs duties associated with calendar yearend deadlines such as: W2 / tax form requests or adjustments.

  13. Performs other related duties as assigned.

Administrative tasks:

  1. Daily distribute incoming mail

  2. Maintain out of State Travel Requests (TAFs) log; receive, log in, copy and send to Chief of Staff; log out to EEA for approvals; track TAFs and send approved copies to districts.

  3. Assist with various duties, as needed.

*Reports: *

  1. Generates various fiscal reports including those printed from Mobius Luminist and reviews reports to resolve discrepancies or issues reported by the Districts. Distributes reports on a biweekly basis and maintains reports files.

  2. Utilize MMARS Warehouse to develop monthly expenditure reports for Districts to track their expenditures.

QUALIFICATIONS REQUIRED AT HIRE (List knowledge, skills, abilities)

Ability to work independently.

Ability to provide supervision.

Knowledge of Microsoft Word, Excel and Access.

Experience in the use of the Massachusetts Management and Accounting Reporting System (MMARS).

Knowledge of Comptroller’s office policies and procedures.

Knowledge of Commonwealth Purchasing Rules and Regulations.

QUALIFICATIONS ACQUIRED ON JOB (List knowledge, skills, abilities)

Communication skills both verbally and in writing; ability to establish effective working relationships.

Ability to process transactions in MMARS.

Warehouse and Luminist reporting

Minimum Entrance Requirements:Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
