General Summary

The IT Portfolio and Project Manager (PPM) develops and leads the strategy around how IT manages their portfolio of IT projects.

The PPM is responsible for performing the analysis around all the IT project investments, making the best possible use of all resources and delivering the maximum value and benefits from projects and programs within the portfolio. The position includes providing process and governance support for project managers to ensure compliance to IT policies and procedures for project management and resource management. The PPM is a resource for communications and reporting the state and performance to expectations for the initiatives within the IT project portfolio to the IT Leadership.

Principle Responsibilities

  • Facilitate and coordinate conversations with IT leaders and their teams to review demand/innovation pipeline for facilitation of selection and prioritization of projects from early stage of idea at intake.

  • The PPM leads and supports IT leadership in their efforts at oversee and manage their project portfolio.

  • The PPM develops, establishes, and maintains project management standards and procedures. Throughout the project life cycle, the PPM obtains feedback to ensure that project meet customer expectations for contracted time, cost, and performance.

  • Ensure the adherence to the appropriate IT governance for projects and in accordance with IT guidelines, policies and practices.

  • Engage with project managers and IT leaders to validate and assess the project portfolio, execute change, and re-prioritize as required. Ensure the value creation is being captured by IT Services per IT Financial processes.

  • Lead regular meetings to inform and alert leaders of any issues arising from the performance of the individual projects within the portfolio to assure the on-plan usage and consumption of resources and funding, and to highlight any variances.

  • Lead reviews of key initiatives, projects or programs that are challenged and provide recommendations as to whether it should continue, be significantly changed, placed on hold or discontinued.

  • Ensure the oversight and coordination of dependencies across the projects and programs in the portfolio and resolve or escalate conflicts.

  • As mandated and resourced by leadership, ensure and balance the availability of the required skills and competencies across project and program teams within the project portfolio.

  • Direct the creation and maintenance of the required project portfolio documentation and artifacts.

  • Provide thought leadership on the portfolio of IT projects

  • Procure and maintain support from IT Leaders and their teams to deliver the portfolio value and outcomes.

  • Solicit information on service direction, goals and strategy to determine how the portfolio best can add value to the organization and objectives.

  • Make recommendations for the portfolio that are clearly linked to the organization's/service strategy and financial goals.

  • Manage the portfolio over a long-time frame and keeps the momentum going (stamina).

  • Champion portfolio goals and objectives.

  • Mobilize others within and outside the portfolio to support and enable change efforts within individual projects/programs.

  • Inspire, motivate and guide IT resources.

  • Manage conflict swiftly toward a win-win solution.

Job Specifications

Minimum education required:

Bachelors Degree

Years of relevant experience:

5 to 7 years of program and project portfolio management in medium to large size organization.

Knowledge, skills and abilities required:

  • Strong leadership skills with the ability to develop and communicate the portfolio objectives.

  • Excellent verbal and written communication skills, including the ability to explain the portfolio goals and objectives.

  • Strong analytical, conceptual and financial analysis skills, and familiarity with financial reporting tools.

  • Highly empathetic and able to vary styles of interaction to match the needs of a variety audiences.

  • Excellent analytical, strategic planning and execution skills.

  • Proficiency with the use of reporting tools to monitor portfolio activities and analyze portfolio performance.

  • Proficiency with one or more project/program management methodologies and across a range of projects and programs.
