This position is located at MCAS YUMA, AZ. Candidates selected for this position will serve as a MANAGEMENT ASSISTANT for MCCS.

Under the general supervision of Program Analyst. Assists the Program Analyst in the inspection of all MCCS activities to determine compliance with applicable regulations and procedures. Upon direction, may perform unannounced inspections/audits. Prepares written and /or oral reports as prescribed noting discrepancies and makes recommendations for corrective action to the Program Analyst.

Upon direction by supervisor, performs examinations of accounts and records of the MCCS Divisions for the purpose of proving their accuracy, authenticity and compliance with directives. Reports on conditions that cause or contribute to inefficient operations and deviations from prescribed policies and regulations.. Prepares written reports, which contain recommendations for corrective action to outline fully the results of inspections.

May assist in the completion of annual and periodic merchandise and property inventories of all MCCS activities. May assist in preparing and publishing inventory procedures, instructions and guidance. Monitors the conduct of all inventories to ensure compliance with directives. As directed, examines and evaluates the facts and circumstances of any excessive inventory variances or other losses, when not otherwise being investigated by an investigating official, to determine causes; recommends appropriate corrective action.

As directed, reviews and recommends operational revisions and changes to MCCS Letters of Instructions, bulletins and procedures that are relative to the furtherance of the MCCS organization’s mission. Reviews reports of audits and surveys and recommends necessary corrective action.

Provides administrative and management analysis assistance to executive level positions in Marine Corps Community Services (MCCS). Compiles and organizes data from various sources to develop and prepare graphs, charts and reports for presentation when making operational decisions. May review reports from Division Directors to identify administrative, programmatic and operational issues or problematic procedural processes. May analyze and evaluate MCCS efficiency and effectiveness by developing proposals for problem resolution. May perform tasks and reviews of various internal functions and systems to determine maximum efficiency and compliance with established MCCS policies and regulations. May conduct studies of problem areas in the organization to determine and define problems, recommend corrective actions, share findings and coordinate resolution. May conduct surprise cash verifications at assigned MCCS locations. May evaluate organizational functions, plan changes or enhancements to systematic processes. May analyze complex programs to apply techniques for collecting, sorting, displaying and tracking varied information, both quantitative and qualitative. May design forms to access information from a variety of relational, integrated databases and spreadsheets.

Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards anywhere in MCCS, and reports any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Three years experience that demonstrates knowledge of program management policies, concepts and practices of MCCS. Skill to compile and analyze qualitative and quantitative data and develop statistical or narrative reports, charts and graphs. Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation of proposals. Skill to operate a personal computer and associated software. Knowledge of APF and NAF financial accounting and personnel systems preferred. This is a white-collar position where occasional lifting up to 20 lbs may be required. Work may be performed in hot/cold areas, such as refrigerated units and may be required to walk to/from activities in hot/cold/windy conditions.
