The primary purpose of this position is: The primary purpose of this position is to serve as the principal senior systems engineer for all efforts to modernize the legacy IT Enterprise at Air Force Technical Applications Center (AFTAC) and supporting locations.

Responsibilities
  • Serves as the senior technical authority for the transforming AFTAC IT Enterprise in a state of the art IT infrastructure supporting AFTAC missions to include major Research and Development initiatives.
  • Lead special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research.
  • Assesses IT system requirements and collaborates with the International Data Centers to identify common requirements. Updates and documents requirements to accomplish goals for the Treaty Monitoring Directorate, the Materials Technolgy Directorates.
  • Evaluates technical and operational environment resource impact of developed and proposed solutions, estimates total costs of viable options, including cost for equipment, engineering support, training, installation, quality control.
  • Responsibilities are characterized by large, complex and unique IT projects with many conflicting priorities and resources.

  • This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency are not available.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA
  • certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • May be required to work irregular duty hours.
  • Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert detailed knowledge of IT architecture processes and their application to strategic and enterprise planning; skilled in applying knowledge to life-cycle planning and budgeting requirements.

  2. Demonstrated ability to maintain an up-to-date awareness of technological advances and apply them to meet future requirements. A high degree of skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.

  3. Expert professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; and ability to modify standard practices and techniques to solve complex interrelated problems.

  4. Expert knowledge of full systems/software development, including software design and development concepts and techniques sufficient to design, develop, code, test, debug, document, and install large complex systems.

  5. Ability to serve as a team leader or member of special projects at the AFT AC, interagency, and international level, and to coordinate and document the work of the team. Knowledge and understanding of agency, AF, DoD, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and /or projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
