Federal Reserve Bank Communication Specialist in St. Louis, Missouri

The Federal Reserve Bank of St. Louis (FRB St. Louis) serves as a fiscal agency to the U.S. Department of the Treasury and supports key business lines and programs in partnership with the Treasury. Invoice Processing Platform (IPP) is the Treasury’s program designed to efficiently manage government invoicing from purchase order through payment notification.
The FRB St. Louis Treasury Division is seeking aCommunications Specialistto fill a position within the IPP business line. The Communications Strategist will maintain a critical role in the overall engagement between IPP and agencies in supporting the department or division’s activities in public relations, government agency relations, and internal and external stakeholder communications. Persons in this position use a variety of communication skills, competencies, and tools to inform and educate audiences about IPP activities and performance.
Responsibilities * Create and support the development of IPP communications needs for internal and external constituents, including: status reports/dashboards, brochures and marketing materials, website updates, presentations, user guides, training information, document templates, technical and end user release notes, test strategies, migration plans, contingency plans, and other project management artifacts as needed. * Evolve communication approaches by monitoring stakeholder communication needs, multimedia tools, and channels to address needs. * Navigate the demands of sensitive and sometimes urgent communications. * Design and produce regularly scheduled and ad hoc reports. * Employ a variety of communication skills, competencies, and tools to inform and educate audiences. * Draft, edit, and implement Help Text files for existing and new modules (RoboHelp). * Understand existing functions of the application and stay abreast of changes to operational capabilities. * Review published material and recommend revisions or changes. * Build and maintain productive working relationships with peers at the U.S. Treasury and other Federal Reserve System stakeholders. * Interact with Treasury clients and various project members to ensure that specified business needs are met. * Provide outstanding customer support via phone, email, and in person. * Assist IPP agencies with future releases and lead agencies through user acceptance testing. * Solicit customer feedback, consult with agencies on business requirements, and track IPP performance metrics for assigned agencies. * Drive innovation by ensuring that there is effective communication between IPP and agencies. * Analyze and process vendor enrollment data files adhering to published service levels for completion.
Qualifications * Bachelor’s degree in business, communications, public relations, or commensurate experience * 3 years relevant experience, technical experience a plus * Excellent research and analytical skills, including the ability to process and evaluate complex procedures, practices, and policies * Strong interpersonal, communication (verbal and written), relationship management, organizational, and customer service skills with a focus on working effectively in a team environment * Familiarity with corporate communications techniques (e.g., journalistic mindset) * Ability to manage multiple projects and work processes in a timely fashion. * Thorough understanding of application development, operations, and other services * Ability to work cross-functionally to solve complex problems and improve quality and service * Knowledge and/or experience of accounting systems or invoice processing is a plus * Ability to maintain confidentiality and appropriately handle sensitive information * Proficient in use of MS Office Suite (Word, Excel, PowerPoint, Access) * Excellent collaboration skills * Willingness to provide work samples prior to interviews * Travel (5%) * Position requires US Citizen or lawful permanent resident with three or more years of US residency Ranked as a Top Workplace, the Federal Reserve Bank of St Louis is committed to building an inclusive workplace, where employees’ diversity—in age, gender, race and ethnicity, sexual orientation, gender identity or expression, disability, as well as cultural traditions, religion, life experiences, education and socioeconomic backgrounds—are recognized as a strength.
