Summary

This position is that of Investigator located in the U.S. Department of Labor's (DOL), Office of Labor-Management Standards (OLMS). OLMS administers certain provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) which primarily establishes standards for private sector labor organization democracy and financial integrity, and requires reporting and public disclosure of labor organization and other reports.

Responsibilities

Major duties for this position include, but are not limited to, the following:

  • Maintains liaison with the Office of the Solicitor, DOL enforcement agencies, the Department of Justice, and other agencies regarding law enforcement issues and problems. Represents OLMS in meetings with officials of these other agencies. Serves as agency point of contact with field office staff concerning problems related to criminal and civil investigations and enforcement actions.
  • Advises the Chief of the Division of Enforcement concerning the formulation and development of agency-wide criminal and civil enforcement policies and strategies. Provides advice, guidance, and assistance to field office directors and investigators concerning criminal and civil investigations, enforcement policies and procedures.
  • Exercises complete independence and professional judgment in developing: analytical and statistical reports, issue papers and action recommendations for consideration by the Division Chief and other key agency officials in reviewing and formulating agency enforcement policies; resource information on investigative techniques and resources; and training for investigators.
  • Reviews criminal and civil investigations to assist the Division Chief and other key agency officials in evaluating the effectiveness of OLMS enforcement programs and assuring consistent application of agency enforcement policies nationwide.
  • Prepares written revisions to OLMS criminal and civil enforcement programs based on OLMS enforcement policies and strategies. Drafts settlement agreements and settlement acceptances for the agency.
  • Reviews and analyzes investigative reports in criminal and civil cases and develops recommendations for Division Chief and other high-level OLMS officials concerning case disposition, including litigation. Drafts settlement agreements and settlement acceptances for the agency. In cases referred for litigation, serves as liaison with the Office of the Solicitor and the Department of Justice in developing litigation approaches and in providing litigation support.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized experience is defined as experience obtained in a civil/criminal investigative position with local, state or Federal government that required using a variety of investigative, auditing, and law enforcement techniques in order to resolve specific civil cases dealing with union related activities and violations.

This position is a Law Enforcement Officer (LEO) covered position located in the Office of Labor-Management Standards (OLMS) Office. OLMS administers provisions of the Labor-Management Reporting and Disclosure Act of 1959, as amended (LMRDA), which primarily establishes standards for private sector labor organization democracy and financial integrity, and requires reporting by unions and others and public disclosure of required reports.

Minimum Age Requirements: An applicant must enter a Civil Service Retirement System (CSRS) law enforcement covered position or a Federal Employees Retirement System (FERS) law enforcement covered position not one day later than his/her 37th birthday. Please note: Applicants appointed to Criminal Investigator positions in the Federal service must not have reached their 37th birthday upon appointment to the position unless they previously served in a Federal civilian law enforcement position covered by special civil service retirement provisions, including early or mandatory retirement. This requirement may be waived only for veterans. However, when the primary duties of these positions are classified as “rigorous” and age is determined to be essential to the performance of the job, a waiver is not required, and may not be authorized. An individual who has passed the maximum entry age limit but previously served in a covered position, may be eligible for consideration and reinstatement of coverage if he/she will be able to complete a total of 20 years of covered law enforcement service by the time he reaches the mandatory retirement age of 57.
